Xts2500 Xts5000 No RX unless on scan or txed

I have an XTS2500 uhf and my buddy has an XTS5000 vhf and they will not rx unless it is on scan or when we have already tx'ed on the channel. We have double checked and all freqs pl's are correct. I have gone through settings and all seam to be correct the radio's work fine as long as there on scan i cant figure it out for the life of me what is wrong. Any help would be much appreciated.
