I guess I'm understanding something new. I thought when digital scanners finally hit the market we'd be able to tune in to radio systems users that went digital so long as they *also* didn't employ encryption. Now I'm learning that even though PA-STARNet, which is digital but not wholly encrypted, cannot be monitored because there aren't scanner manufacturers producing scanners that can tune in their digital implementation.
So, mind blown a little.
If I'm right, this means we not only have to pay attention to the simple status of "analog" and "digital", but also to the scanner market's willingness to produce whatever digital output is being targeted.
Is this right, why don't scanner manufacturers produce scanners capable of tuning PA-STARNet?
