Simplex On Repeater Inputs? (467 MHz)

Is Simplex allowed on the 467MHZ GMRS repeater input channels? Was running through the scanner the other day and heard a small group of users on 467.625 and sometimes .650 mentioning it being safe from all the people with walmart radios. Also checked on the wiki and apparently they are listes as Common Use and/or Repeater Input. General Mobile Radio Service - The RadioReference Wiki
