Problem Downloading from RR web

When I enter my user name and password so as to download to scanner from RR web and hit continue, nothing happens. Will not allow me to enter the state or county name.

I am using the latest version of ARC433 Software for my Radio Shack PRO-2051.

Anyone with ideas? Thanks
