Not sure what this is for, but they filed a Notification with the FCC that the construction of this has been completed.
So if you're in Mingo Co you might want to program in 151.1975 and 156.0975 and see what type of activity [if any] you are hearing. I have no clue if it's police / fire / ems / 911-administrative or something else.
If you do monitor traffic on it and are able to determine what agency(s) are using it, please submit the information to the RR Database for Mingo Co so that it can be added and people will know about it.
