I am guessing this is Georg-von-Neumayer-Station DLA21 in Antarctica. I cannot be sure. It sounds like German. Found it at 16.550 mhz upper side band. I hope someone can help me figure this one out. Sound captured with HDSDR at 1941GMT today.
