Metcom Autovoc Ch. 1 problems

Just FYI, for the last 30+ minutes a Radio with RID 103323 has been constantly keying-up on Metcom Ch.1 (Autovoc) without any audible traffic; I'm not sure if it's testing or what but it's getting kinda annoying...
