first time user BCD 396 xt , completly lost

I was given this as a gift from my brother . the user manual is giving me a headache. i have only used much older analog only scanners and would love to use this properly. it seems that i may need baby steps or , is there anyone that could help a rookie out . im in north san diego county , ca? any info would be appreciated. thank you
