Is there anyone ein Belmont County or in The Ohio Valley useing 700mhz

Is there anyone in the northern Ohio Valley area like Belmont, Monroe, or Harrison Counties using the 700 band? I was scanning the bands today I I finally heard someone on 700 however I could not tell who it was. I would appreciate any help.
