Can't Change Close Call Quick Key Assignment

I have a 396XT handheld running firmware version 1.11.01

The radio has a default Close Call label as a type of system with a default Quick Key set to 53. 52 was the last system key assigned to a system I created. I have tried changing the Close Call Quick Key to 0 with no luck.



Even though under Edit Sys Option>Set Quick Key, it reads 0, I can only turn ON/OFF Close Call using Quick

Key #53.



Any ideas? Do I need to rename the Close Call System to something else in order to assign a different key?

Shouldn't have to do that.
