Baofeng UV-5R for public safety use, help!

I'm a local volunteer firefighter as well as medic for the County EMS Service and I hate to say, but the handhelds the county has provided to us just don't cut it. They're old and falling apart. I recently bought a new Baofeng UV-5R to carry as my own duty radio, but I can't seem to program both the Tx and Rx frequencies.. Perhaps it's a simple step I'm missing, after all I am very new to this programming. Anybody have information on how to program this radio to be utilized as a functional county radio? (I have all the frequencies needed.)
