trouble with 824 2 tone page

I have a vx 824 radio using as a Fire pager when off duty, it works for a long tone page just fine but will not activate on a 2 tone page, A tone is 1 sec 726.8 hz and the B tone is 3 seconds at 553.0 hz Any ideas?
