I have a BCD436HP, but can't get any Plant City PD action?

All I receive is Tampa District 1 - 4 traffic, but no Plant City action. Is it all encrypted or something?



I programmed standard VHF frequencies but can't hear anything.



Most of my settings are default as I just received the scanner.
