I've noticed this license for Upper Darby Township Public Works (WNAC230 (UPPER DARBY, TOWNSHIP OF) FCC Callsign Details) categorized as trunking. I haven't been able to pinpoint exactly what this is for other than 453.625 which is still operating as a conventional repeater for UD Public Works and is listed in the database here. The only other frequency I get activity on is 460.375 and that comes across as a data channel (either NXDN or LTR Passport). It is not a constant signal but it comes across fairly frequently at least during weekday daytime periods.
Hopefully someone in the area who has the ability to decode the signal on 460.375 can provide a hint as to what this "system" is.
