Motorola XPR8400 Disabled LED

I'm new to this repeater according to the set-up guide the blinking LED on the front next to the word "Disabled" mean the following:

Solid RED= Repeater function disabled.

Blinking RED= Repeater in self-test mode.

Off= Repeater in normal operational mode



The repeater I am working on always blinks? How do i get it into "Normal Operation Mode"?
