Lethbridge PD EDACS

I am scanning on a BCD436HP for Lethbridge PD however I never hear anything on their channels. I hear other groups within the EDACS system which are analog but nothing for PD or Fire in the digital realm. Any reason for this? Can I not scan the police/fire talk groups?
