Windows Desktop Icons Help Needed!

I have a PC running Windows 7 Pro 64 bit. Every single time I start up the computer, my desktop icons are in a different order than how I left them. Now, I have already unchecked the box that says " allow themes to change desktop icons" without any success. I also tried the right click, view, and unchecking "auto arrange icons", also without success. Can someone offer any advise on this please? It"s driving me up the wall!..
