what am I doing wrong?

I purchased a used RadioShack Pro-96 scanner with the hopes of listening in on my local police frequencies, etc. instead of using my cell phone app.

I paid for the premium membership on here with hopes of just uploading the CSV files to it.

After uploading everything, I still get nothing......what am I doing wrong???

Just got a BC346XTC as a gift. I've been reading the nearly impossible to understand Marks easier read to manual on line. I have no access to a computer except for my iPhone and tablet. So I've been reading the manual. Comprehending some of it. So here is what I got.

I made 3 conventional systems ( groups ). I'll call 1. LawEnforcement it has 3 sub systems, local , highway patrol, sheriffs dept.Emergency

2. EMS. with 2 sub systems. Para & Rescue, Emergency Serv.

3. Fire with 2 sub systems, local and county.

I put in the frequencies and Ctcss codes. Alpha numeric tags.

Then I set quick keys as such 1: SCCSO 2: CHP 3: SJPD ( All under the LawEnforcement group) ( selected them seperatly as in the edit group )

4: Para & Rescue. 5: Emergency Serv. ( EMS group )

6: County Fire. 7: SJ Fire.

When I go to scan. All I get is 1,2,3 on the GRP line ( line 6 on the screen )



Sorry for the long post but I don't want to leave anything out. Why can't I see 4,5,6,7?

What am I doing wrong?
