Question about a frequency

I was looking at a freq list a friend gave me and notice this freq was on his list but not on the list under WCU Police on the website. 458.250 shows as the in and 453.250 as the out but 458.250 is not on the scan list under WCU or for Jackson county.



I am new to all this so I am sure there is a good reason.
