Update. Otero county emergency management is taking situation as possible ordinance explosion and gearing personnel with breathing apparatus. Chaparral federal prison is cancelling field activities.
Update 1346 hours. Chaparral federal prison nobody allowed to leave the prison parking lot or facility until emergency management can determine the situation further.
