BCD996XT Programmed Tone / No Reception

I programmed my BCD996XT with Freescan. The fire dispatch channels in our region use the same frequency, with different tones for each city. When I use Freescan to program each city with a different tone, it no longer "receives" that channels. When I remove the tone and reprogram it receives the channel just fine. Is there a setting somewhere that I'm missing?
