BCD436HP System doesn't scan until I hit the function key?

So I have a system (http://ift.tt/1AZCgva) in my 436 that I thought was scanning correctly. I have it set up with 4 different department keys that I toggle. I noticed that it doesn't start scanning the system until I hit the function key to look at what departments are checked. That's all it takes to "turn it on" and it immediately get the signal bar like it found the control channel. I don't need to switch any kind of departmentQK/fqk/sqk on of off, just hit the function key. It also doesnt seem to scan the system when scanning with another favorite group turned on. Even after I get it scanning if I enable another Fqk it seems to start skipping it again.



I've tried several things like adding site and systems quick keys and making sure they are turned on, and reprogramming the system several times. Wiping the scanner and reprogramming yet nothing has fixed it. I turn on the scanner and its just shows scanning until I hit the function key and then it picks up the CC and starts traffic immediately. I've been tricked by the quick keys before but feel like I have a good grip on things.
